In your admin section under customize/time tracking, you can enable a setting to prevent mobile users from manually editing their own time:

This will also prevent the user from logging a lump sum amount of hours, so it will essentially force them to check in/out of jobs as the only way to log time.

Note
If the user is setup as a full access user, or if they have the foreman permission enabled, this will make them except from this permission and allow them to edit time
