When creating a new user, you are prompted to select a role for them. You can create a new role here by entering something has not been used before, but you can also add a role without a user in your Rates tab of the admin section. At the bottom of this page, there's a section called Roles and Applicable Rates:
Adding a new role will prompt you for a budget rate and a billing rate, then it will be saved in the system.
