When you are building your project plan (Plan&Track section of a job) you will be able to set the "status" of any given job phase. The status can be set to pending, active, or closed:
While the status will not limit you from tracking costs/budgets for the job or job phase, it is designed to help with internal organization to determine which phases are currently active, need to be scheduled, or finished (employees can mark phases as complete from their mobile application).
The status of each phase also further details the Manage Phases section, where you can find a breakdown of each job phase, it's status, the start/end date, who is scheduled on the phase, and any additional comments entered from the field or office:
